VistaCare Communications is a leading telecommunications solutions provider for a wide range of businesses and organizations. We currently have a position available for a Fleet and Compliance Manager  to join our telecommunication construction operations in Bedford, NS.   Under the direction of the VP Internal Resources, the Fleet Manager is responsible for all activities and functions pertaining to the procurement, operation, maintenance and compliance of all fleet vehicles and industrial equipment.

Duties and Responsibilities: 
  • Plan, organize and direct functions and activities related to the procurement, up-fitting, licensing, registration, servicing, operation, tracking, maintenance, repair, disposal and sale of company vehicle and related equipment for Canadian and US operations;
  • Follow up with new hires to obtain Drivers Abstracts and current driver information;
  • Ensure compliance of all drivers at all locations in Canada and US meet compliance standards for the province or state they are operating;
  • Ensure US Employee Medicals are undertaken and copies of certificates are on file of Commercial Driver’s License;
  • Researching and evaluating new vehicles for procurement purposes. Reviewing quotations and negotiating pricing with vendors. Oversee the sale and/or disposal of used company vehicles;
  • Organize and maintain a fleet servicing schedule compliant with established laws, rules, regulations and/or company policies and procedures.  Evaluate the repair and/or maintenance work of various shops to ensure quality and completeness;  
  • Proactively plan and communicate to management a pre-emptive maintenance schedule so that vehicles which are going to be out of rotation can be planned for;
  • Monitor fleet activity using GPS tracking system. Issue warnings to management for inappropriate fleet use when required;
  • Develop and implement new fleet policies, procedures and programs. Monitor current policies, procedures and programs for compliance and make recommendations for amendments when required;
  • Monitor the commercial vehicle driver’s logs for compliance issues. Provide instruction to new commercial drivers and/or logbook training as required;
  • Provide fleet orientations to all new staff, including a road evaluation. Make recommendations for additional endorsements, class upgrades or training as required;
  • Perform Accident Investigations for all vehicle accidents;
  • Prepare documents and reports as required. Participate in both internal and external fleet audits as required;
  • Coordinate with insurance providers regarding the addition/subtraction of vehicles and drivers, as well as any other terms of the policy;
  • Develop and implement strategies necessary for minimizing risk of non-compliance.
Knowledge and Skills: 
  • Strong organization, time-management, and problem-solving skills;
  • Excellent communication, interpersonal and negotiation skills;
  • Must be team-oriented and an independent self starter with ability to maintain effective relationships with stakeholders.
Experience Required: 
  • 1- 2 years of experience or the equivalent in training and experience;
  • Must be proficient in the use of Microsoft Excel;
  • Experience in Utility or Construction Industry would be considered an asset;
  • Extensive knowledge of fleet operation, maintenance and requirements are considered strong candidates.
Additional Requirements: 
  • Valid driver’s license with Airbrakes (Class 3 with airbrakes is an asset)  * May be required to obtain Class 3 with airbrakes
  • Willingness to work overtime, weekends, or on emergency call outs as required
  • The successful candidate will be required to pass a criminal record check
